THE EMERGENCE OF UNICAL SUG PARLIAMENT
CALABAR, Nigeria, Aug. 12 -- In the fortnight ago, the law making arm of the students’ union government in the University of Calabar was inaugurated. The event which took place at the old Senate Chambers of the institution was, however, successful with several huddles. The oath of office and inauguration took place in phases starting with the inauguration of the hostel officers; they were the hall governors, the secretaries and the welfare officers. Meanwhile, the Ag Dean of Students Affair Dr. Idaka Idaka who incidentally was the CUECO chairman who conducted the election into the Executive positions of SUG was present during this election amidst heavy security presence.
The event also witnessed the official display of billboard which the faces of most 2010/2011 Parliamentarians were display, courtesy of then Speaker Hon. Amb. Jerry Itta. However, some Parliamentarians of 2011 dispensation who pledged anonymity alleged that it is only the pictures of their Speaker’s faces that appear in the board as many Parliamentarian faces were exempted from the board. In his remark, the outgoing Speaker recounted many success and challenges his administration has recorded and charge the incoming administration to work as one hence their success is best guaranteed in a holistic co-operation
Before the proper commencement of the programme, the presiding officer who happens to be the SUG President Comrade Imah Ayi-Ekpanyong read out the electoral guidelines which were to be followed strictly. He said that three nominations were allowed for each position, noting that nobody can stand for two position unless such a person decline in the first nomination, stressing the need for all to follow the guideline strictly without deviation as well as to maintain decorum during the seating.
After the inauguration of the hall Executives, a total strength of the SUG Parliament took oath of office and the SUG President Comrade Ima Ayi Ekpenyong had them inaugurated. Having become full parliamentarians after their inauguration, it was their duty to elect the principal officers, ranging from the Speaker, deputy Speaker, Sergeant at Arm and the Scribe.
For the office of the sergeant of arms, three nominations were made, however, the last two declined after their standing out and the Parliamentarians warming up to vote, leaving only Godwin Michael Effiom as the unopposed Sergeant at Arm elect. Following closely was the office of the scribe. The nominated persons were: Udemeubong Reuben, Obeten Okoi and Amadi Temple. Out of the three, the first and the last persons declined their intention during the manifesto and Obeten Okoi Okoi became the new scribe of the SUG Parliament Unical. For the office of the Deputy Speaker, these persons were nominated: Ademuyiwa Temitayo, Tony Igbinoba and Wofai. As expected, the first and the last senators declined leaving Tony Igbinoba as the deputy speaker, at this point, many parliamentarians has already suspecting a foul play in the election.
Intermittently, Dr. Idaka will stand and advice, call down Parliamentarians, or advice the President on how to tackle some issues.
For the speaker nomination which took the President several minutes to call for nominations, these three nominated; Eme Bassey Effiom, Godswill Otu, and Emanuel Ulayi. The whole Senate Chamber was thrown into jubilation immediately Olayi was nominated. Much expectedly Godswill Otu declined his intention leaving the stage for the last two standing to contest. During the electioneering, a total of one hundred and ten (110) votes were casted. During counting, it was noted that four (4) were void and the rest were separated and counted. At the end, Eme Bassey Effiom pulled a total of thirty (30) votes while Emmanuel Ulayi got a total of seventy six (76) votes. At this point, he was declared winner. Subsequently, the SUG President Comr. Ayi-Ekpenyong inaugurated the principal officers. He told the parliamentarians that they can now start their parliamentary duties hence the arm now had been fully constituted.
In his speech, the new Speaker pledge to serve Nigeria students. According to him “MY PROFOUND GRATITUDE GOES TO ALL NIGERIAN STUDENTS 4 THEIR OVERWHELMING SUPPORTS, I ASCRIBE ALL GLORY AND ADORATION TO GOD ALMIGTHY, THE POWER OF GOD WAS VISIBLY ON DISPLAY...ITS A VICTORY 4 ALL.THANK YOU,THANK YOU, THANK YOU”
